Bug\u00fcn bu dengede bozulma oldu\u011fu, emekli ayl\u0131klar\u0131n\u0131n yetersiz kald\u0131\u011f\u0131 ve ciddi e\u015fitsizlikler olu\u015ftu\u011fu g\u00f6r\u00fclmektedir.<\/p>\n\n\n\n<p>Ayl\u0131k ba\u011flama sisteminde ki\u015filerin daha \u00e7ok istihdamda kalmas\u0131n\u0131 da te\u015fvik edecek \u015fekilde ayl\u0131k ba\u011flama oranlar\u0131n\u0131n ve b\u00fcy\u00fcmeden tam pay verilerek g\u00fcncelleme katsay\u0131s\u0131n\u0131n art\u0131r\u0131lmas\u0131n\u0131, emekli ayl\u0131klar\u0131 aras\u0131nda olu\u015fan e\u015fitsizlikleri kademeli bir \u015fekilde giderecek d\u00fczenlemelerin yap\u0131lmas\u0131n\u0131 gerekli g\u00f6r\u00fcyoruz.<\/p>\n\n\n\n<p>Milliyet\u00e7i Hareket Partisi olarak BA\u011e-KUR prim g\u00fcn say\u0131s\u0131n\u0131n 7200&#8217;e d\u00fc\u015f\u00fcr\u00fclmesi ayr\u0131ca birinci dereceye gelen memurlara 3600 ek g\u00f6sterge verilmesi ve ev kad\u0131nlar\u0131na prim deste\u011fiyle birlikte emeklilik hakk\u0131 tan\u0131nmas\u0131 y\u00f6n\u00fcndeki d\u00fczenlemelerin yap\u0131laca\u011f\u0131na da inan\u0131yoruz;<\/p>\n\n\n\n<p><strong>1992 y\u0131l\u0131nda ya\u015f haddi kald\u0131r\u0131lmasayd\u0131, bug\u00fcn emekliler \u00e7ok daha fazla maa\u015f alacakt\u0131<\/strong><\/p>\n\n\n\n<p>Sosyal g\u00fcvenlik sisteminin s\u00fcrd\u00fcr\u00fclebilirli\u011fi a\u00e7\u0131s\u0131ndan ana g\u00f6sterge olan aktif-pasif oran\u0131 2022 y\u0131l\u0131nda 2,01 d\u00fczeyine kadar y\u00fckselmi\u015f iken, 2023 y\u0131l\u0131nda 8 Eyl\u00fcl 1999 \u00f6ncesi sigortal\u0131lar\u0131n ya\u015f \u015fart\u0131n\u0131n kald\u0131r\u0131lmas\u0131n\u0131n etkisiyle 1,66\u2019ya, 2024 y\u0131l\u0131nda 1,61\u2019e ve 2025 A\u011fustos ay\u0131 itibar\u0131yla 1,60 seviyesine inmi\u015ftir. \u00c7\u0131raklar, stajyerler ve kursiyerler hari\u00e7 aktif-pasif oran\u0131 1,52\u2019dir.<\/p>\n\n\n\n<p>Aktif-pasif oran\u0131ndaki bozulman\u0131n ana sebebi 33 y\u0131l \u00f6nce erken emeklili\u011fin \u00f6n\u00fcn\u00fcn a\u00e7\u0131lmas\u0131d\u0131r.<\/p>\n\n\n\n<p>1986 y\u0131l\u0131nda getirilen kad\u0131nlarda 50 erkeklerde 55 emeklilik ya\u015f haddinin 1992 y\u0131l\u0131nda kald\u0131r\u0131larak kad\u0131nlarda 38, erkeklerde 43 ya\u015f\u0131nda emekli olma yolu a\u00e7\u0131lmas\u0131, sosyal g\u00fcvenlik sistemine devasa y\u00fck getirmi\u015ftir. 2023 y\u0131l\u0131nda 8 Eyl\u00fcl 1999 \u00f6ncesi sigortal\u0131lar\u0131n ya\u015f \u015fart\u0131n\u0131n kald\u0131r\u0131lmas\u0131 da bu y\u00fck\u00fc art\u0131rm\u0131\u015ft\u0131r. Gen\u00e7 emeklilik nedeniyle sistem daha uzun y\u0131llar olumsuz etkilenecektir.<\/p>\n\n\n\n<p>Emeklilik ya\u015f\u0131 1999 y\u0131l\u0131nda 58-60\u2019a, 2008 y\u0131l\u0131nda 65\u2019e y\u00fckseltilmi\u015f olmas\u0131na ra\u011fmen erken emeklilik nedeniyle bug\u00fcn itibar\u0131yla emekli edilenlerin ya\u015f\u0131 48\u2019dir.<\/p>\n\n\n\n<p>\u015e\u00fcphesiz, 1992 y\u0131l\u0131nda ya\u015f haddi kald\u0131r\u0131lmam\u0131\u015f olsayd\u0131 bug\u00fcn sosyal g\u00fcvenlik sisteminin mali yap\u0131s\u0131 g\u00fc\u00e7l\u00fc olacakt\u0131, emeklilikte ya\u015fa tak\u0131lanlar diye bir durum s\u00f6z konusu olmayacakt\u0131, ayr\u0131ca emeklilerimize \u00e7ok daha fazla maa\u015f ba\u011flanacakt\u0131.<\/p>\n\n\n\n<p>Sosyal g\u00fcvenlik sisteminde etkin tedbirler al\u0131nmas\u0131na ihtiya\u00e7 bulunmaktad\u0131r. Prim alacaklar\u0131 \u00f6zenli, etkin ve tavizsiz bir \u015fekilde takip ve tahsil edilmeli, prim alacaklar\u0131 kar\u015f\u0131l\u0131\u011f\u0131nda edinilen ta\u015f\u0131nmazlar ger\u00e7ek de\u011feri \u00fczerinden h\u0131zla sat\u0131larak kayna\u011fa d\u00f6n\u00fc\u015ft\u00fcr\u00fclmeli, hastane, ila\u00e7 ve t\u0131bbi malzeme \u00f6demeleri konusunda etkin \u00f6nlemler al\u0131nmal\u0131d\u0131r.<\/p>\n\n\n\n<p><strong>Denetim mensuplar\u0131n\u0131n \u00f6zl\u00fck haklar\u0131 iyile\u015ftirilmeli<\/strong><\/p>\n\n\n\n<p>Kay\u0131t d\u0131\u015f\u0131 istihdam ve prime esas kazanc\u0131n d\u00fc\u015f\u00fck bildirilmesi \u00f6nemli bir sorundur. Kay\u0131t d\u0131\u015f\u0131 istihdam oran\u0131 2025 y\u0131l\u0131 ikinci \u00e7eyre\u011fi itibariyle y\u00fczde 25,9\u2019dur. Kay\u0131t d\u0131\u015f\u0131 istihdam\u0131n ve prime esas kazanc\u0131n d\u00fc\u015f\u00fck bildirilmesinin \u00f6nlenmesi gerekmektedir.<\/p>\n\n\n\n<p>Kay\u0131t d\u0131\u015f\u0131l\u0131k, kazanc\u0131n d\u00fc\u015f\u00fck beyan\u0131, usuls\u00fczl\u00fck ve yolsuzluklar\u0131n \u00f6nlenebilmesinde etkin bir denetim sisteminin varl\u0131\u011f\u0131 b\u00fcy\u00fck \u00f6nem ta\u015f\u0131maktad\u0131r. Bu itibarla denetim sisteminin g\u00f6rev, yetki, sorumluluk ve kurumsal yap\u0131 itibar\u0131yla etkinle\u015ftirilmesi gerekmektedir. Denetim mensuplar\u0131n\u0131n \u00f6zl\u00fck haklar\u0131n\u0131n iyile\u015ftirilmesini, g\u00fcndelik ve konaklama \u00fccretlerinin g\u00fcn\u00fcn ko\u015fullar\u0131na uygun h\u00e2le getirilmesini gerekli g\u00f6r\u00fcyoruz.<\/p>\n\n\n\n<p><strong>SGK \u00e7al\u0131\u015fanlar\u0131n\u0131n tazminat ve ek \u00f6demeleri mutlaka art\u0131r\u0131lmal\u0131<\/strong><\/p>\n\n\n\n<p>Primlerin toplanmas\u0131nda g\u00f6rev yapan, bu i\u015fin as\u0131l y\u00fck\u00fcn\u00fc \u00e7eken SGK \u00e7al\u0131\u015fanlar\u0131n\u0131n sorunlar\u0131 \u00e7\u00f6z\u00fclmeli, personel ihtiyac\u0131 giderilmeli \u00e7al\u0131\u015fanlar\u0131n i\u015f y\u00fck\u00fc hafifletilmelidir.
