Bu sistemlerin \u015fekillenmesinde \u00f6zellikle yasama ve y\u00fcr\u00fctmenin yap\u0131s\u0131 ve aralar\u0131ndaki ili\u015fkiler belirleyici olmaktad\u0131r.<\/p>\n\n\n\n<p>Her bir h\u00fck\u00fcmet sistemine model te\u015fkil eden ABD, \u0130ngiltere, Fransa gibi \u00fclkeler bu sistemlere kendi tarihi \u015fartlar\u0131n\u0131 yans\u0131tm\u0131\u015flard\u0131r.<\/p>\n\n\n\n<p>Tabidir ki, her \u00fclkenin sahip oldu\u011fu kendine \u00f6zg\u00fc siyasi, sosyal, k\u00fclt\u00fcrel ve benzeri \u015fartlara ve farkl\u0131l\u0131klara ba\u011fl\u0131 olarak, h\u00fck\u00fcmet sistemlerinin alt unsurlar\u0131 da birbirinden farkl\u0131 olabilmektedir.<\/p>\n\n\n\n<p>Cumhurba\u015fkanl\u0131\u011f\u0131 h\u00fck\u00fcmet sistemi ABD ve di\u011fer ba\u015fkanl\u0131kla y\u00f6netilen \u00fclke \u00f6rnekleri de incelenerek T\u00fcrkiye\u2019ye \u00f6zg\u00fc, T\u00fcrk milletinin tarihi ve k\u00fclt\u00fcrel dokusuna uygun bir h\u00fck\u00fcmet sistemi olarak in\u015fa edilmi\u015ftir. D\u00fcnyada uygulanan ba\u015fkanl\u0131k sistemlerine g\u00f6re rasyonelle\u015ftirilmi\u015f bir h\u00fck\u00fbmet modelidir.<\/p>\n\n\n\n<p>Cumhurba\u015fkanl\u0131\u011f\u0131 h\u00fck\u00fbmet sisteminin merkezinde sadece millet egemenli\u011fi ve demokratik de\u011ferler bulunmaktad\u0131r.<\/p>\n\n\n\n<p>Anayasam\u0131z ile g\u00fcvence alt\u0131nda bulunan cumhuriyetin temel nitelikleri, mill\u00ee ve \u00fcniter devlet yap\u0131m\u0131z, T\u00fcrk mill\u00ee kimli\u011fi, Atat\u00fcrk, demokratik rejim ve temel insan haklar\u0131 gibi de\u011ferler yeni sistemin k\u0131rm\u0131z\u0131 \u00e7izgileridir.<\/p>\n\n\n\n<p>Cumhurba\u015fkanl\u0131\u011f\u0131 h\u00fck\u00fbmet sistemi, parlamenter sistemin a\u011f\u0131rl\u0131klar\u0131n\u0131 tasfiye etmi\u015f, olumsuzluklar\u0131n\u0131 gidermi\u015ftir. T\u00fcrkiye vesayet odaklar\u0131ndan ar\u0131nd\u0131r\u0131lm\u0131\u015f, ayak ba\u011flar\u0131ndan kurtulmu\u015f, \u00f6zg\u00fcvene kavu\u015fmu\u015ftur.<\/p>\n\n\n\n<p>Devlet y\u00f6netiminde \u00e7ift ba\u015fl\u0131l\u0131k, h\u00fck\u00fbmet krizleri, y\u00f6netim sisteminde t\u0131kan\u0131kl\u0131klar ve siyasal istikrars\u0131zl\u0131klar d\u00f6nemi sona ermi\u015ftir. H\u00fck\u00fbmet bunal\u0131mlar\u0131na kilit vurulmu\u015f, h\u00fck\u00fbmet etme sistemindeki engeller a\u015f\u0131lm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>B\u00f6ylelikle, siyasi, ekonomik ve demokratik istikrar\u0131n yolu a\u00e7\u0131lm\u0131\u015f; h\u0131zl\u0131 i\u015fleyen, \u00e7abuk karar alan, sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fcne ve T\u00fcrkiye&#8217;nin geli\u015fmesine odakl\u0131 bir y\u00f6netim yap\u0131s\u0131 tesis edilmi\u015ftir.<\/p>\n\n\n\n<p>Cumhurba\u015fkanl\u0131\u011f\u0131 H\u00fck\u00fbmet Sistemi kuvvetler aras\u0131ndaki denge ve denetimi g\u00fc\u00e7lendirmi\u015ftir. Kuvvetler ayr\u0131m\u0131 net olarak sa\u011flanm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Y\u00fcr\u00fctme yetkisini do\u011frudan milletin vermesi temin edilmi\u015f, y\u00fcr\u00fctme Meclis i\u00e7inden \u00e7\u0131kmad\u0131\u011f\u0131 ve g\u00fcvenoyunu bizzat milletten ald\u0131\u011f\u0131 i\u00e7in de g\u00fcvenoyu ve gensoru mekanizmas\u0131 kald\u0131r\u0131lm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Meclis Y\u00fcr\u00fctmeye kar\u015f\u0131 denetim g\u00fcc\u00fcyle donat\u0131lm\u0131\u015f, Cumhurba\u015fkan\u0131, Meclis\u2019e hesap verebilir hale getirilmi\u015ftir.<\/p>\n\n\n\n<p>Parlamenter sistemdeki s\u0131n\u0131rs\u0131z yetkili ve sorumsuz Cumhurba\u015fkan\u0131 yerine, her t\u00fcrl\u00fc i\u015f ve i\u015flemleriyle ilgili sorumlu, hem yasama, hem yarg\u0131 denetimine tabi, hem de millete kar\u015f\u0131 hesap veren bir cumhurba\u015fkanl\u0131\u011f\u0131 makam\u0131 olu\u015fturulmu\u015ftur.<\/p>\n\n\n\n<p>Parlamenter sistemde Meclisin yasama yetkisini elinden alan, yetki kanununa dayal\u0131 kanun h\u00fckm\u00fcnde kararname \u00e7\u0131karma uygulamas\u0131 yeni Sistemle birlikte kald\u0131r\u0131lm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Parlamenter sistemde yarg\u0131 denetimine tabi olmayan Cumhurba\u015fkan\u0131n\u0131n her t\u00fcrl\u00fc eylem ve i\u015flemleri yeni Sistemle birlikte yarg\u0131 denetimine tabi h\u00e2le gelmi\u015ftir.<\/p>\n\n\n\n<p>Yarg\u0131n\u0131n tarafs\u0131zl\u0131\u011f\u0131 anayasal h\u00fckme ba\u011flanm\u0131\u015f, yarg\u0131da birlik amac\u0131yla sivil-asker ayr\u0131m\u0131na son verilmi\u015f, Anayasa Mahkemesinin askeri k\u00f6kenli iki \u00fcyeli\u011fi kald\u0131r\u0131lm\u0131\u015f, askeri mahkemeler kapat\u0131lm\u0131\u015ft\u0131r. Ayr\u0131ca, ara rejim d\u00f6nemlerini \u00e7a\u011fr\u0131\u015ft\u0131ran s\u0131k\u0131y\u00f6netim kald\u0131r\u0131lm\u0131\u015ft\u0131r. B\u00f6ylelikle demokratikle\u015fme y\u00f6n\u00fcnde de \u00f6nemli ad\u0131mlar at\u0131lm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Yarg\u0131da kutupla\u015fmaya ve illegal olu\u015fumlar\u0131n s\u0131zmas\u0131na zemin haz\u0131rlayan yap\u0131n\u0131n ortadan kald\u0131r\u0131lmas\u0131 amac\u0131yla HSYK, HSK ad\u0131yla yeniden yap\u0131land\u0131r\u0131larak \u00fcyelerinin \u00e7o\u011funlu\u011funu te\u015fkil eden 7 \u00fcyenin TBMM\u2019de nitelikli \u00e7o\u011funlukla se\u00e7ilmesi d\u00fczenlenmi\u015ftir.<\/p>\n\n\n\n<p>Siyasi partilerin ittifak yaparak se\u00e7ime kat\u0131labilmelerinin yasal altyap\u0131s\u0131 olu\u015fturulmu\u015f, temsilde adalet ilkesi g\u00f6zetilmi\u015ftir.<\/p>\n\n\n\n<p>Cumhurba\u015fkanl\u0131\u011f\u0131 h\u00fck\u00fbmet sistemiyle \u00fclkemiz y\u00f6netimde istikrar\u0131n, temsilde adaletin temin edildi\u011fi bir y\u00f6netim sistemine kavu\u015fturulmu\u015ftur. 24 Haziran 2018 se\u00e7imlerinde se\u00e7men iradesinin Meclis\u2019e yans\u0131ma oran\u0131 y\u00fczde 99,3 olmu\u015ftur.<\/p>\n\n\n\n<p><strong>Cumhurba\u015fkanl\u0131\u011f\u0131 H\u00fck\u00fcmet Sistemine Ge\u00e7i\u015f S\u00fcreci:<\/strong><\/p>\n\n\n\n<p>Hat\u0131rlanaca\u011f\u0131 gibi Anayasa de\u011fi\u015fikli\u011finin yap\u0131ld\u0131\u011f\u0131 16 Nisan 2017 \u00f6ncesinde h\u00fck\u00fcmet sistemi de\u011fi\u015fikli\u011fini zorunlu k\u0131lan sebepler ile de\u011fi\u015fikliklerin ne getirece\u011fi, parlamenter sisteme g\u00f6re \u00fcst\u00fcnl\u00fckleri kamuoyu ile payla\u015f\u0131lm\u0131\u015ft\u0131r. Bunlar\u0131n ba\u015f\u0131nda parlamenter sistemde ya\u015fanan sorunlar, zemin haz\u0131rlad\u0131\u011f\u0131 demokrasi d\u0131\u015f\u0131 m\u00fcdahaleler, siyasi istikrars\u0131zl\u0131klar, h\u00fck\u00fcmet kurma krizleri, y\u00fcr\u00fctmedeki \u00e7ift ba\u015fl\u0131l\u0131k ve bunun neden oldu\u011fu sistem tart\u0131\u015fmalar\u0131 ve milli bekam\u0131z\u0131 tehdit eden geli\u015fmeler olarak ifade edilmi\u015ftir.<\/p>\n\n\n\n<p>T\u00fcrkiye&#8217;de \u00e7ok partili se\u00e7imlerin yap\u0131ld\u0131\u011f\u0131 21 Temmuz 1946 tarihinden 9 Temmuz 2018 tarihine kadar ge\u00e7en yakla\u015f\u0131k yetmi\u015f iki y\u0131lda 51 h\u00fck\u00fbmet g\u00f6rev yapm\u0131\u015f olup Parlamenter h\u00fck\u00fbmet sisteminin uyguland\u0131\u011f\u0131 bu d\u00f6nemde h\u00fck\u00fbmetlerin ortalama \u00f6mr\u00fc yakla\u015f\u0131k bir y\u0131l be\u015f ay d\u00fczeyinde kalm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>T\u00fcrk milleti, parlamenter h\u00fck\u00fcmet sisteminde birtak\u0131m i\u00e7 ve d\u0131\u015f vesayet odaklar\u0131n\u0131n tasar\u0131m\u0131yla nas\u0131l h\u00fck\u00fbmetler kuruldu\u011funu ve nas\u0131l d\u00fc\u015f\u00fcr\u00fcld\u00fc\u011f\u00fcn\u00fc defalarca ya\u015fam\u0131\u015f, yirmi be\u015f g\u00fcn s\u00fcreyle g\u00f6rev yapan h\u00fck\u00fbmetleri g\u00f6rm\u00fc\u015ft\u00fcr.<\/p>\n\n\n\n<p>En uzun s\u00fcreli koalisyon h\u00fck\u00fcmeti yakla\u015f\u0131k \u00fc\u00e7 bu\u00e7uk y\u0131l (3 y\u0131l 5 ay 5 g\u00fcn) s\u00fcren bizim de i\u00e7inde oldu\u011fumuz 57. H\u00fck\u00fcmet olmu\u015ftur.<\/p>\n\n\n\n<p>Bu denli k\u0131sa \u00f6m\u00fcrl\u00fc h\u00fck\u00fbmetlerin yan\u0131 s\u0131ra, koalisyon ve h\u00fck\u00fbmet kurma \u00e7al\u0131\u015fmalar\u0131, g\u00fcvenoyu alma s\u00fcreci ve Mecliste yap\u0131lan Cumhurba\u015fkan\u0131 se\u00e7imlerinde ya\u015fanan krizler, y\u00f6netim sisteminde t\u0131kan\u0131kl\u0131klara yol a\u00e7m\u0131\u015f, \u00f6nemli zaman kay\u0131plar\u0131na ve istikrars\u0131zl\u0131klara neden olmu\u015ftur. Devletin tepesinde ya\u015fanan bu s\u0131k\u0131nt\u0131lar\u0131n sebep oldu\u011fu demokrasi d\u0131\u015f\u0131 giri\u015fimler parlamenter sistemin sorunlar\u0131 olarak ya\u015fanagelmi\u015ftir.<\/p>\n\n\n\n<p>Demokrasi d\u0131\u015f\u0131 m\u00fcdahalelere zemin haz\u0131rlayan siyasal istikrars\u0131zl\u0131klar, T\u00fcrkiye&#8217;yi ekonomik ve sosyal y\u00f6nden de olumsuz olarak etkilemi\u015ftir.<\/p>\n\n\n\n<p>T\u00fcrkiye, darbelerin ac\u0131 ve a\u011f\u0131r faturalar\u0131na katlanmak durumunda kalm\u0131\u015f, darbeler, her defas\u0131nda \u00fclkemiz ve milletimiz i\u00e7in y\u0131k\u0131m olmu\u015f, T\u00fcrkiye&#8217;yi hedeflerinden cayd\u0131rm\u0131\u015f, on y\u0131llar\u0131m\u0131z\u0131 kaybettirmi\u015ftir.<\/p>\n\n\n\n<p>Parlamenter sistemin \u00fclkemizdeki en \u00f6nemli sorunlar\u0131ndan birisi Cumhurba\u015fkan\u0131 ve Ba\u015fbakandan olu\u015fan iki g\u00fc\u00e7l\u00fc organ taraf\u0131ndan yerine getirilen y\u00fcr\u00fctmedeki \u00e7ift ba\u015fl\u0131l\u0131k olmu\u015ftur.<\/p>\n\n\n\n<p>T\u00fcrkiye\u2019nin y\u00f6netim yap\u0131s\u0131n\u0131 sakatlayan, hukuk ve anayasa tart\u0131\u015fmalar\u0131n\u0131 alevlendirip kriz ve kaosu derinle\u015ftirme ihtimali ta\u015f\u0131yan h\u00fck\u00fcmet etme sistemindeki karma\u015fa, \u00f6zellikle de 15 Temmuz sonras\u0131nda \u00e7\u00f6z\u00fclmesi zorunlu bir problem olarak tekrar kar\u015f\u0131m\u0131za \u00e7\u0131km\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>MHP ve AK Parti aras\u0131nda var\u0131lan uzla\u015fmayla, sistemdeki sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fcne y\u00f6nelik yeni bir h\u00fck\u00fcmet sistemi ortaya \u00e7\u0131kar\u0131lm\u0131\u015f, T\u00fcrkiye&#8217;nin maruz kald\u0131\u011f\u0131 risk ve tehditlere kar\u015f\u0131l\u0131k verebilecek &#8220;Cumhurba\u015fkanl\u0131\u011f\u0131 H\u00fck\u00fcmet Sistemi&#8221; in\u015fa edilmi\u015ftir.<\/p>\n\n\n\n<p>Bu s\u00fcre\u00e7te T\u00fcrkiye&#8217;nin \u00f6n\u00fcndeki engelleri a\u015fmas\u0131 ve has\u0131mlar\u0131na kar\u015f\u0131 g\u00fc\u00e7 birli\u011fi yapabilmesi, mill\u00ee g\u00fc\u00e7lerin bir ve beraber olmas\u0131n\u0131 ve mill\u00ee mutabakatla hareket etme zaruretini ortaya \u00e7\u0131karm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Cumhur \u0130ttifak\u0131 da b\u00f6yle bir sorumluluk ahlak\u0131yla do\u011fmu\u015f; Yenikap\u0131 Mitingi ile sembolle\u015fen mill\u00ee birlik ruhu, Cumhur \u0130ttifak\u0131&#8217;n\u0131n temel dayana\u011f\u0131 olmu\u015ftur.<\/p>\n\n\n\n<p>Milliyet\u00e7i Hareket Partisi ile Adalet ve Kalk\u0131nma Partisi aras\u0131nda var\u0131lan mutabakat sonucunda T\u00fcrkiye\u2019de h\u00fck\u00fcmet modelini yeni bir zemine oturtan Anayasa De\u011fi\u015fikli\u011fi Paketi haz\u0131rlanm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>10 Aral\u0131k 2016 tarihinde TBMM Ba\u015fkanl\u0131\u011f\u0131na verilen ve 18 maddeden olu\u015fan \u201cT\u00fcrkiye Cumhuriyeti Anayasas\u0131nda De\u011fi\u015fiklik Yap\u0131lmas\u0131na Dair Kanun Teklifi\u201d Anayasa Komisyonu ve Genel Kurul g\u00f6r\u00fc\u015fmelerinden sonra 21 Ocak 2017 tarihinde TBMM Genel Kurulunda referanduma g\u00f6t\u00fcr\u00fclmek \u00fczere 339 oyla kabul edilmi\u015ftir.<\/p>\n\n\n\n<p>T\u00fcrk milleti, \u00fclkemize y\u00f6nelik artan risk ve tehditleri, bekam\u0131z \u00fczerinde oynanan oyunlar\u0131 ve y\u00f6netim sistemimizdeki sorunlar\u0131 g\u00f6rerek 16 Nisan 2017 halk oylamas\u0131yla anayasa de\u011fi\u015fiklik paketini y\u00fczde 51,18 oran\u0131ndaki &#8220;evet&#8221; oyu ile kabul etmi\u015f ve Cumhurba\u015fkanl\u0131\u011f\u0131 H\u00fck\u00fbmet Sistemine onay vermi\u015ftir.<\/p>\n\n\n\n<p>Cumhurba\u015fkanl\u0131\u011f\u0131 H\u00fck\u00fbmet Sistemi T\u00fcrk milletinin ba\u015far\u0131s\u0131d\u0131r. Hi\u00e7bir d\u0131\u015f tazyik ve y\u00f6nlendirme olmadan, hi\u00e7bir telkin ve bask\u0131 ya\u015fanmadan h\u00fck\u00fbmet sistemi, cumhurun bizzat irade ve iste\u011fiyle de\u011fi\u015fmi\u015f, T\u00fcrk milleti demokratik r\u00fc\u015ft\u00fcn\u00fc bir kez daha ispatlam\u0131\u015ft\u0131r. Temel amac\u0131, T\u00fcrkiye&#8217;nin birlik ve dirli\u011fini korumak, beka ve istiklalini ya\u015fatmak olan yeni bir siyasi s\u00fcrece girilmi\u015ftir.<\/p>\n\n\n\n<p>Bilindi\u011fi gibi, Cumhurba\u015fkanl\u0131\u011f\u0131 H\u00fck\u00fcmet Sistemine ili\u015fkin Anayasa de\u011fi\u015fikli\u011fi ger\u00e7ekle\u015fmeden evvel kamuoyunun g\u00fcndeminde tart\u0131\u015f\u0131lm\u0131\u015ft\u0131r. Siyasi partiler ve sivil toplum kurulu\u015flar\u0131 g\u00f6r\u00fc\u015flerini kamuoyu ile payla\u015fm\u0131\u015f, parlamentoda yap\u0131lan \u00e7al\u0131\u015fmalar da kamuoyunun g\u00f6z\u00fc \u00f6n\u00fcnde olmu\u015ftur.<\/p>\n\n\n\n<p>Anayasa de\u011fi\u015fikli\u011finin b\u00fct\u00fcn\u00fcyle uygulamaya girmesi yap\u0131lacak ilk cumhurba\u015fkan\u0131 ve milletvekili se\u00e7imi ile ili\u015fkilendirilmi\u015f ve 24 Haziran 2018 tarihinde s\u00f6z konusu se\u00e7im yap\u0131lm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Bu se\u00e7imin \u00f6nemli \u00f6zelliklerinden birisi, y\u00fcr\u00fctmeyi ve yasamay\u0131 do\u011frudan halk\u0131n se\u00e7mesinin yan\u0131 s\u0131ra, yap\u0131lan propagandalar itibariyle 16 Nisan 2017 de ki halkoylamas\u0131ndan sonra Cumhurba\u015fkanl\u0131\u011f\u0131 H\u00fck\u00fcmet Sisteminin adeta ikinci defa oylanmas\u0131 olmu\u015ftur.<\/p>\n\n\n\n<p>Bu se\u00e7ime Cumhurba\u015fkanl\u0131\u011f\u0131 H\u00fck\u00fcmet Sistemini in\u015fa eden AK Parti ve Milliyet\u00e7i Hareket Partisi \u201cCumhur \u0130ttifak\u0131\u201d \u00e7at\u0131s\u0131 alt\u0131nda girerken CHP, HDP, \u0130P, SP\u2019nin olu\u015fturdu\u011fu blok parlamenter sisteme d\u00f6nmeyi vaat etmi\u015flerdir. 24 Haziran 2018 tarihinde yap\u0131lan Cumhurba\u015fkan\u0131 Se\u00e7imi sonucunda Cumhurba\u015fkan\u0131 y\u00fczde 52,59 oyla se\u00e7ilmi\u015f, 27.D\u00f6nem Milletvekili Genel Se\u00e7imi sonucunda Cumhur \u0130ttifak\u0131n\u0131n toplam oy oran\u0131 ise y\u00fczde 53,66 olmu\u015ftur.<\/p>\n\n\n\n<p>\u00dc\u00e7\u00fcnc\u00fc olarak da 31 Mart 2019\u2019da yap\u0131lan Mahalli \u0130dareler Genel Se\u00e7imleri esasen yerel y\u00f6neticilerin se\u00e7ilecek olmas\u0131na ra\u011fmen sistem tart\u0131\u015fmalar\u0131 ile ge\u00e7mi\u015ftir. Se\u00e7imin sonucunda il genel meclisi \u00fcyeli\u011fi se\u00e7iminde Cumhur \u0130ttifak\u0131 oy oran\u0131 % 60,43 olmu\u015ftur. Belediye meclis \u00fcyeli\u011fi ve belediye ba\u015fkanl\u0131\u011f\u0131nda da Cumhur \u0130ttifak\u0131 ba\u015far\u0131l\u0131 olmu\u015ftur.<\/p>\n\n\n\n<p>B\u00f6ylece T\u00fcrk milletinden \u00fc\u00e7 defa destek ve onay alan Cumhurba\u015fkanl\u0131\u011f\u0131 H\u00fck\u00fcmet Sistemi, me\u015fruiyetini g\u00fc\u00e7lendirmi\u015f ve bunu tart\u0131\u015fma alan\u0131 olmaktan \u00e7\u0131karm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Cumhurba\u015fkanl\u0131\u011f\u0131 H\u00fck\u00fcmet Sisteminin Uygulama Sonu\u00e7lar\u0131:<\/p>\n\n\n\n<p>T\u00fcrkiye, 9 Temmuz 2018 tarihinden itibaren Cumhurba\u015fkanl\u0131\u011f\u0131 h\u00fck\u00fbmet sistemiyle y\u00f6netilmektedir. Nerede bir mazlum varsa, nerede hakk\u0131 yenmi\u015f, bar\u0131\u015f ve huzura susam\u0131\u015f bir ma\u011fdur bulunuyorsa T\u00fcrkiye b\u00fct\u00fcn g\u00fcc\u00fcyle oradad\u0131r.<\/p>\n\n\n\n<p>Ter\u00f6rle m\u00fccadele kararl\u0131, etkin ve ba\u015far\u0131l\u0131 bir \u015fekilde devam ettirilmekte, girilemez denilen yerlere girilmekte, kahraman g\u00fcvenlik g\u00fc\u00e7lerimiz destan yazmaktad\u0131r.<\/p>\n\n\n\n<p>\u201cPen\u00e7e\u201d, \u201cK\u0131ran\u201d, \u201cKapan\u201d, \u201cY\u0131ld\u0131r\u0131m\u201d ve \u015fimdi de \u201cEren\u201d Operasyonlar\u0131 ter\u00f6r\u00fcn belini k\u0131rmakla kalmam\u0131\u015f, T\u00fcrk devletinin kudretini g\u00f6stermi\u015ftir.<\/p>\n\n\n\n<p>Art\u0131k ter\u00f6r\u00fcn sonuna yakla\u015f\u0131lmaktad\u0131r. Hak arama yollar\u0131n\u0131n a\u00e7\u0131k olmas\u0131 etkin, objektif, verimli \u00e7al\u0131\u015fan bir hukuk ve adalet sistemiyle m\u00fcmk\u00fcn olacakt\u0131r.<\/p>\n\n\n\n<p>T\u00fcrkiye bir hukuk devletidir ve Yarg\u0131 Reformu Strateji Belgesinde de bu vurgular yer alm\u0131\u015ft\u0131r. O sebeple s\u00f6z konusu strateji belgesinin i\u00e7eri\u011fi kararl\u0131l\u0131kla icra edilmeli, hukukun temel ilkelerinden ve adaletin ruhundan hi\u00e7bir \u015fart alt\u0131nda taviz verilmemelidir.<\/p>\n\n\n\n<p><strong>Yeni H\u00fck\u00fcmet Sistemi Esas Al\u0131narak, Bir \u00c7er\u00e7eve Kanun Niteli\u011finde Kamu Y\u00f6netimi Temel Kanunu \u00c7\u0131kar\u0131lmal\u0131d\u0131r.<\/strong><\/p>\n\n\n\n<p>Bu kanunda; devlet te\u015fkilat\u0131n\u0131n Anayasal \u00e7er\u00e7evede i\u015fleyi\u015fine ili\u015fkin temel normlara ve idarenin b\u00fct\u00fcnl\u00fc\u011f\u00fc, verimlilik, etkinlik ve kaynaklar\u0131n rasyonel kullan\u0131m\u0131 do\u011frultusunda \u015fekillendirilmesine y\u00f6nelik temel ilkelere yer verilmelidir.<\/p>\n\n\n\n<p>Anayasa\u2019da a\u00e7\u0131kl\u0131\u011fa kavu\u015fmam\u0131\u015f baz\u0131 konularda bu kanunla yetkilendirme yap\u0131labilecek, uygulamada herhangi bir kar\u0131\u015f\u0131kl\u0131\u011fa yol a\u00e7\u0131lmamas\u0131 temin edilecektir.<\/p>\n\n\n\n<p>Bunla birlikte yerel y\u00f6netimlerin de Cumhurba\u015fkanl\u0131\u011f\u0131 H\u00fck\u00fcmet Sistemine uygun hale getirilmesi uygun olacakt\u0131r.<\/p>\n\n\n\n<p><strong>\u0130dari Usul Kanunu \u00c7\u0131kar\u0131lmal\u0131d\u0131r.<\/strong><\/p>\n\n\n\n<p>Bu kanun ile y\u00fcr\u00fctmenin i\u015f ve i\u015flemlerine y\u00f6n verilmi\u015f, vatanda\u015f odakl\u0131 y\u00f6netim anlay\u0131\u015f\u0131n\u0131n hukuki zemini olu\u015fturulmu\u015f, vatanda\u015fla idare aras\u0131nda olu\u015fan \u00e7eki\u015fmelerin asgariye indirilmi\u015f olmas\u0131 m\u00fcmk\u00fcn hale gelecektir.<\/p>\n\n\n\n<p>Devlet te\u015fkilat ve personel yap\u0131s\u0131 etkinle\u015ftirilmelidir. Bu \u00e7er\u00e7evede; te\u015fkilatlanmada, etkili bir idare ve i\u015fb\u00f6l\u00fcm\u00fc ile \u015feffafl\u0131k esas olmal\u0131d\u0131r.<\/p>\n\n\n\n<p>Cumhurba\u015fkan\u0131na ba\u011fl\u0131, makro ve stratejik bak\u0131\u015f a\u00e7\u0131s\u0131 olan bir birim kurulmal\u0131d\u0131r.<\/p>\n\n\n\n<p>\u0130nsan g\u00fcc\u00fc kalitesi i\u00e7in ehliyet ve liyakat esas al\u0131nmal\u0131d\u0131r. \u00dcst d\u00fczey kamu y\u00f6neticileri yeniden tan\u0131mlanmal\u0131d\u0131r.<\/p>\n\n\n\n<p><strong>TBMM \u0130\u00e7t\u00fcz\u00fc\u011f\u00fc Yeni Sistemin Ruhuna Uygun hale getirilmeli bu ama\u00e7la Yeni Bir \u0130\u00e7t\u00fcz\u00fck Haz\u0131rlanmal\u0131d\u0131r.<\/strong><\/p>\n\n\n\n<p>\u0130\u00e7t\u00fcz\u00fck de\u011fi\u015fikli\u011finde g\u00f6zetilmesi gereken temel ilke, Meclis \u00e7al\u0131\u015fmalar\u0131n\u0131n etkin, verimli, kaliteli ve sa\u011fl\u0131kl\u0131 bir \u015fekilde y\u00fcr\u00fct\u00fclebilece\u011fi bir \u00e7al\u0131\u015fma d\u00fczeni ortaya konulmas\u0131, yasa yap\u0131m s\u00fcrecine sivil kat\u0131l\u0131m\u0131n ve etkinli\u011finin art\u0131r\u0131lmas\u0131 ve kuvvetler ayr\u0131l\u0131\u011f\u0131na uygun d\u00fczenlemeler yap\u0131lmas\u0131 suretiyle demokrasinin g\u00fc\u00e7lendirilmesi olmal\u0131d\u0131r.<\/p>\n\n\n\n<p>Siyasi parti gruplar\u0131n\u0131n yasama \u00e7al\u0131\u015fmalar\u0131nda i\u015fbirli\u011fi ve uzla\u015f\u0131 sa\u011flamas\u0131n\u0131 kolayla\u015ft\u0131racak mekanizmalar da in\u015fa edilmelidir.<\/p>\n\n\n\n<p>Y\u00fcr\u00fctme, sivil toplum ve vatanda\u015f taleplerinin kanun teklifine d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesine dair bir mekanizma olu\u015fturulmal\u0131d\u0131r. Kalk\u0131nma Plan\u0131, Uluslararas\u0131 Anla\u015fmalar ve Tezkerelerin g\u00f6r\u00fc\u015fme usul\u00fc belirlenmelidir.<\/p>\n\n\n\n<p>Komisyon odakl\u0131 yasama s\u00fcrecine ge\u00e7ilmelidir. Bu ama\u00e7la Kanun g\u00f6r\u00fc\u015fmelerine dair usul ve esaslar g\u00f6zden ge\u00e7irilmelidir.<\/p>\n\n\n\n<p>TBMM ihtisas komisyonlar\u0131 yeniden tanzim edilmeli, Kesin Hesaplar\u0131 \u0130nceleme Komisyonu kurulmal\u0131d\u0131r. Ayr\u0131ca, Milli Strateji Komisyonu ve Siyas\u00ee Etik Komisyonu kurulmal\u0131d\u0131r.<\/p>\n\n\n\n<p>Yasama ve denetim s\u00fcrecinde yasama-y\u00fcr\u00fctme ili\u015fkisi, kuvvetler ayr\u0131l\u0131\u011f\u0131 ilkesi de dikkate al\u0131narak Cumhurba\u015fkanl\u0131\u011f\u0131 h\u00fck\u00fcmet sisteminin ruhuna uygun olarak \u0130\u00e7t\u00fcz\u00fckte d\u00fczenlenmelidir.<\/p>\n\n\n\n<p><strong>TBMM \u0130dar\u00ee Te\u015fkilat\u0131n\u0131n Kurumsal ve \u0130\u015flevsel Kapasitesi Art\u0131r\u0131lmal\u0131d\u0131r.<\/strong><\/p>\n\n\n\n<p>Yeni sistemle beraber kanun yapma, kanun teklif etme kapasitesini art\u0131rmak i\u00e7in Meclisin idari kapasitesinin de buna uygun olarak geli\u015ftirilmesi gerekmektedir.<\/p>\n\n\n\n<p>TBMM\u2019nin daha etkin, g\u00fc\u00e7l\u00fc, \u015feffaf, g\u00fcvenilir ve itibarl\u0131 bir kurum olarak yap\u0131land\u0131r\u0131lmas\u0131 sistemin \u00f6z\u00fcn\u00fc te\u015fkil eden bir zorunluluktur. Bunun temin edilebilmesi i\u00e7in yasama tekni\u011finin ve kalitesinin geli\u015ftirilmesi, bu ama\u00e7la da mevzuat ve te\u015fkilat ba\u015fta olmak \u00fczere fiziki, be\u015feri ve teknolojik kapasitesinin art\u0131r\u0131lmas\u0131 gerekmektedir.<\/p>\n\n\n\n<p><strong>Ekonomiye Y\u00f6nelik Reformlara Devam Edilmelidir.<\/strong><\/p>\n\n\n\n<p>T\u00fcrkiye\u2019nin ekonomik ve sosyal problemlerinin k\u00f6kl\u00fc ve kal\u0131c\u0131 \u00e7\u00f6z\u00fcme kavu\u015fturulmas\u0131 baz\u0131 yap\u0131sal tedbirleri almay\u0131 gerektirmektedir.<\/p>\n\n\n\n<p>Bu \u00e7er\u00e7evede; \u00fcretimin art\u0131r\u0131lmas\u0131 ve ithalat ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n\u0131n azalt\u0131lmas\u0131, yurt i\u00e7i tasarruflar\u0131n ve yat\u0131r\u0131mlar\u0131n art\u0131r\u0131lmas\u0131, vergi reformu, harcama reformu, gelirin adil b\u00f6l\u00fc\u015f\u00fcm\u00fc ve yoksullukla m\u00fccadele, tar\u0131m, hayvanc\u0131l\u0131k ve k\u0131rsal kalk\u0131nma, i\u015fg\u00fcc\u00fc piyasas\u0131 ve \u00e7al\u0131\u015fma hayat\u0131, bankac\u0131l\u0131k ve finans alanlar\u0131nda reformlar hayata ge\u00e7irilmelidir.<\/p>\n\n\n\n<p>T\u00fcrkiye 2023 se\u00e7imlerine kadar \u00e7\u00f6z\u00fcm bekleyen bir\u00e7ok temel problemini a\u015fabilecek g\u00fc\u00e7te ve a\u015fma kararl\u0131l\u0131\u011f\u0131ndad\u0131r.<\/p>\n\n\n\n<p><strong>Sonu\u00e7:<\/strong><\/p>\n\n\n\n<p>Cumhurba\u015fkanl\u0131\u011f\u0131 h\u00fck\u00fcmet sisteminin uygulamaya ba\u015flamas\u0131yla birlikte devletin temel kurumlar\u0131 Anayasal yetkileri do\u011frultusunda faaliyetlerini s\u00fcrd\u00fcrmekte, demokratik kural ve kurumlar i\u015flemektedir. Kuvvetler ayr\u0131l\u0131\u011f\u0131 ilkesine uygun olarak her kurum daha ba\u011f\u0131ms\u0131z, daha etkin dolay\u0131s\u0131yla daha g\u00fc\u00e7l\u00fc \u015fekilde milletimize ve devletimize hizmet etmektedir.<\/p>\n\n\n\n<p>\u00d6n\u00fcm\u00fczdeki d\u00f6nemde sistemin tamamlay\u0131c\u0131 unsurlar\u0131na y\u00f6nelik alt d\u00fczenlemeler yap\u0131larak T\u00fcrkiye, Cumhurba\u015fkanl\u0131\u011f\u0131 H\u00fck\u00fcmet Sistemiyle yoluna devam edecektir.<\/p>\n\n\n\n<p>Cumhurba\u015fkanl\u0131\u011f\u0131 h\u00fck\u00fbmet sistemiyle her alanda h\u0131zl\u0131 ve etkili karar mekanizmas\u0131n\u0131n i\u015flemesi sa\u011flanm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Esasen ya\u015fanan ekonomik ve siyasi zorlu s\u00fcre\u00e7te, yeni sistemin yasamada ve y\u00fcr\u00fctmedeki etkinli\u011fi, karar alma s\u00fcre\u00e7lerinde fark edilmi\u015ftir.<\/p>\n\n\n\n<p>Bununla birlikte sistemi itibars\u0131zla\u015ft\u0131rmaya y\u00f6nelik \u00f6rg\u00fctl\u00fc sald\u0131r\u0131lar devam etmekte, sistem \u00fczerinden toplumsal, siyasi kar\u015f\u0131tl\u0131k \u00fcretilmeye \u00e7al\u0131\u015f\u0131lmaktad\u0131r. Ekonomik ve sosyal ihtiya\u00e7lar\u0131 istismar ederek yeni sistemle ili\u015fki kurulmas\u0131n\u0131n ve yeniden parlamenter sisteme d\u00f6nme s\u00f6z\u00fcyle insanlar\u0131n tahrik edilmesinin ayr\u0131ca sokak \u00e7a\u011fr\u0131lar\u0131na malzeme yap\u0131lmas\u0131n\u0131n CHP, HDP, \u0130P, SP, GP ve DEVA partilerinin ortak s\u00f6ylemi olarak devam ettirildi\u011fi g\u00f6r\u00fclmektedir.<\/p>\n\n\n\n<p>Cumhurba\u015fkanl\u0131\u011f\u0131 H\u00fck\u00fcmet Sistemi uyguland\u0131k\u00e7a kamuoyunda olumlu etkisi de g\u00f6r\u00fclmeye ba\u015flam\u0131\u015ft\u0131r. T\u00fcrkiye&#8217;nin geriye gitmesini, eski sisteme d\u00f6n\u00fclmesini isteyenler iyi niyetli de\u011fildir.<\/p>\n\n\n\n<p>Cumhurba\u015fkanl\u0131\u011f\u0131 h\u00fck\u00fbmet sistemi, cumhuriyet tarihimizdeki en \u00f6nemli y\u00f6netim reformu, \u015fartlara ve geli\u015fmelere cevap veren en dinamik, demokratik tercihtir.<\/p>\n\n\n\n<p>T\u00fcrk milleti 16 Nisan 2017\u2019de nihai h\u00fckm\u00fcn\u00fc vermi\u015ftir. Bundan geriye d\u00f6n\u00fc\u015f de olmayacakt\u0131r. Hat\u0131rlanaca\u011f\u0131 gibi 2018 ve 2019 y\u0131llar\u0131nda ge\u00e7irdi\u011fimiz se\u00e7im s\u00fcre\u00e7lerinin ana arg\u00fcman\u0131 da zillet ittifak\u0131 bak\u0131m\u0131ndan parlamenter sisteme d\u00f6n\u00fc\u015f idi.
